Before selecting concrete, vinyl or another system, resolve the shoreline alignment, ground conditions, access and approvals that control your property.

When does replacement enter the conversation?

Replacement deserves a priced comparison when an assessment cannot support retaining the existing system, repairs have not resolved the cause, or the planned waterfront layout changes the required structure. Age alone is not a diagnosis. Ask the designer to distinguish components that can remain from those that need removal.

Give every bidder the same starting point

  • Boundary and elevation survey, with the vertical datum stated.
  • Existing permit plans and a measured wall length, including returns.
  • Assessment findings and any ground or underwater investigation.
  • Dock, lift, utilities and neighboring-wall interfaces.
  • A proposed access route, staging area and restoration boundary.

The property-records guide explains how to find both generations of county permit records.

Can a replacement move toward the water?

Treat alignment as a permit question before a pricing decision. DEP offers verification of exemption and permit pathways, while NOAA may require sanctuary review and a benthic assessment. Ask for a drawing that shows the old and proposed faces and the waterward extent of every temporary or permanent element.

Questions for a designed wall system
SystemUseful comparison
Concrete
Panel and cap design, reinforcement, connections and installation access.
Vinyl or composite
Sheet properties, supports, exposed height, embedment and installation method.
Steel or a hybrid system
Corrosion provisions, connections, access and long-term inspection needs.
Riprap or a nature-based alternative
Space, slope, habitat, exposure and the permitted shoreline configuration.

Do not choose a system from a generic lifespan claim. Request the design basis and maintenance assumptions for this property.

What equipment fits and what must be removed or restored?
Water-only approach
Who confirms the marine route, staging and equipment suitability?
Attached dock or lift
Who disconnects, stores and reinstalls it, and under which scope?
Neighbor transition
What work is within your property and what needs another owner’s agreement?

Ask the bidder to identify assumptions about access before accepting a per-foot price. An unconfirmed access route can change both the installation method and the total cost.

Ask for the start conditions and completion records

A county permit conditioned on outside approvals may still require a Notice to Proceed. Put that milestone in the schedule before mobilization. Ask what happens if a biological survey, agency revision or access restriction changes the sequence.

  • Separate demolition, installation and restoration milestones.
  • Define who pays for changed conditions and how they are approved.
  • List the inspections, final survey or other closeout records the permit requires.

What should the new-wall handover include?

Agree on the handover list before work starts: the final approved plan set, applicable inspection and completion records, material and warranty information, restoration sign-off and maintenance instructions.

For newer county permits, look for completed status and the attached completion document described by Monroe County. If the status remains open, ask Building what is outstanding. Keep that administrative closeout separate from any unresolved defects in the construction agreement.
