What makes an Upper Keys quote change?

  • Investigation: surveys, underwater condition work and any required benthic assessment.
  • Access: equipment size, barge arrangements, staging and restoration of a narrow lot.
  • Connections: adjoining walls, docks, lifts, utilities and drainage.
  • Approvals: application preparation, revisions and applicable start conditions.
  • Construction: measured quantities, removal, installation and documented hidden-condition allowances.

NOAA says seawall projects will likely need a benthic survey. Ask whether that work is included before comparing two construction totals.

Benthic resource assessment surveys

What should you ask before accepting a per-foot price?

Ask which wall length is measured, whether returns are included and how the quoted system was selected. Request separate lines for design, permits, demolition, access, wall installation, dock or lift work and restoration. A per-foot figure that excludes those items is not the final project budget.

Use your actual written prices in the planner. The site does not populate a Key Largo market rate from unrelated public projects or another city’s contractor advertisements.

Which amounts belong in your total?

Three price categories to keep separate
CategoryMeaningHow to compare
Included contract work
The defined work in the written base price.
Check quantities, drawings and exclusions match.
Allowances / provisional items
A stated amount for work not fully defined.
Ask what changes it, how it is measured and how changes are approved.
Owner-arranged costs
Survey, design, access, restoration or other work outside that agreement.
Obtain separate quotes and add them without counting included work twice.

For example, one bid may include removing and reinstating a dock while another leaves that work to you. Obtain the missing amount before comparing the two totals. If it is still unpriced, label the comparison incomplete.

Worried about damage? Check the warning signs.Optional · 10 short questions · no contact details

Answer from what you already know. Stay on safe ground; do not go near the edge or into the water to check. You can choose “Not sure” for any question.

Skip this and go to the budget calculator

1. Holes, sinking ground, or soil washing out behind the wall?
2. Is the wall leaning or bulging toward the water?
3. What cracks have you noticed?
4. Gaps, missing pieces, or soil coming through the joints?
5. Is the top broken or crumbling, or is metal showing?
6. Are there rust stains on the wall?
7. Does water come over or through the wall at very high tides?
8. Has there been a major storm since the wall was last checked?
9. About how old is the wall?
10. When was the last professional inspection?
What this check is based on

The questions cover signs shown in the City of Holmes Beach seawall manual (pages 5–13): soil loss, wall movement, open joints and damaged concrete.

An approximate length is fine.

Where can I find the wall length?

Look for the waterfront length on your property survey or seawall plans. For example, enter 75 for a wall that is about 75 feet long. If you cannot find it, tick “I don’t know the length yet”. Stay on safe ground; you do not need to measure beside the water.

Add height & site details Optional

Add what you know about the wall and access. We’ll include these details in your result so you can discuss how they affect the work and price.

Help with the height measurementTop of capWaterline (changes)Mudline / bottomBuried embedmentExposed height

Use the height from the bottom beside the wall (the mudline) to the top of the wall cap. Include the part under water. Use plans or a survey; leave this blank if you don’t know. Do not enter the full panel length or a survey elevation such as NAVD88. The buried depth and required top elevation come from the site design.

How the numbers work

Per-foot ranges are multiplied by your wall length. If the length is unknown, the rate per foot is shown. Published project totals stay as project totals; they are not multiplied by length. When the work or material is undecided, compare the labeled options.

These are published Florida planning references. Their original area and scope appear with the result; they are not a Key Largo quote. Height, buried depth, rock, barge access, environmental review and other work can change the price. The calculator does not invent multipliers for them.

Have a price for your property? Enter it to add known extra costs and the reserve you choose. Anything without a price stays on your checklist. A cap-raising range covers that operation only; it does not establish whether your existing wall can support a height change.

What could your seawall cost?

Published Florida starting ranges, with the source area shown. Your Key Largo project needs a site-specific written quote.

Choose the work, wall length and material in the calculator to see a starting range. Repair project totals stay separate from per-foot construction and cap prices. Then use a property quote to add known extras and a reserve.

  • Boundary/elevation survey and design responsibility
  • Habitat or benthic resource assessment, if required
  • County or Village permits and state/federal/sanctuary coordination
  • Demolition, debris containment and disposal
  • Equipment access, barge arrangements and staging
  • Measured wall components, connections and materials
  • Dock, boat lift, electrical and utility interfaces
  • Drainage, backfill and landscape/paving restoration
  • Required inspections, final records and warranty exclusions

How do you turn an estimate into a decision?

  1. Fix the common scope

Use the same wall length, plan revision, access assumptions and restoration boundary for each bidder.

  2. Resolve exclusions

Request a price or named responsibility for each necessary excluded item. Keep optional improvements separate.

  3. Review the uncertainty

Ask what additional investigation could reduce an allowance and what changed conditions could increase it.

  4. Record the complete comparison

Keep the written total, remaining unknowns, schedule assumptions and payment milestones beside each offer.

A fixed setup cost does not necessarily scale with wall length. Use the calculator for the quoted items it represents, then review its list of missing inputs before relying on the result.

How to use these prices

Calculator references were checked October 29, 2026: JKT Marine’s replacement, May repair and cap-work pages, and SeaBee’s Florida construction guide. Each rate retains its source, unit and work type. JKT publishes different ranges on other pages; these named tables are used separately, without blending them into a local average. Monroe County permit fees remain a separate budget item. No automatic Keys, height or access multiplier is applied.
