What connects to what?
Photograph the dock framing, piles, davits, lift beams and any connections to the seawall cap. Ask the assessor to identify which structure carries each load. Do not assume a repaired cap is approved to support a different lift or dock arrangement.
Keep electrical concerns separate from concrete and framing questions. A qualified provider should define safe isolation and the permitted electrical scope before equipment is disturbed.
Which parts are being retained, repaired or replaced?
| Element | Decision to record |
|---|---|
Seawall and cap | Whether dock or lift connections remain, change or need separate review. |
Piles and dock framing | Which members are included and how concealed or submerged areas are assessed. |
Lift equipment | Whether the scope is repair, relocation or replacement; who checks compatibility. |
Electrical and utilities | Who isolates and reinstates services and handles the required inspections. |
Have one drawing identify the work limits for every trade. An owner should not have to discover a missing electrical or dock-reinstatement scope after the seawall work is complete.
Find the marine permits, not just the house permit
Monroe County separates older MCeSearch history from its newer permit systems. Search for dock, lift and seawall work by parcel, then obtain the approved drawings and completion records. In Islamorada, use CityView and request any missing older files.

Will a benthic survey be needed?
NOAA says dock repair or installation will likely need a benthic resource assessment. Islamorada separately calls for a benthic survey with new or expanded development over open water. Ask the agencies whether the existing survey covers the proposed footprint and access method.

What belongs in the quote?
- A drawing distinguishing retained, repaired and replaced elements.
- Any lift removal, storage and reinstallation, with clear responsibility.
- Electrical work and inspections as a named scope.
- Boat relocation, barge access and temporary navigation arrangements.
- Protection of habitat and removal of construction debris.
- Completion records and operating instructions for altered equipment.
Ask about work over water
The county’s Work Over Water Notice explicitly includes docks and boat lifts. Give the planned work method to the contractor’s insurance professional and request confirmation of the applicable coverage. A general certificate without the correct work description may leave an important question unanswered.
What must happen before the dock or lift returns to use?
Agree with the responsible providers on the inspection, testing and operating information needed for the altered equipment. Ask who gives the handover and how remaining restrictions are communicated.
- Keep boats, customers and residents out of the defined work area until it is released.
- Collect the relevant final records, equipment details and warranty terms.
- Document any new loading or operating limits with the instructions.
Use the maintenance record to preserve those details for the next owner or manager.
