Help with your seawall project·Upper Keys
Key Largo & the Upper Keys

Work with
your shoreline.

By Upper Keys SeawallUpdated: 2026-10-26

A rock edge, a vertical wall and a living shoreline solve different site problems. The existing habitat and permitted footprint help determine which options deserve a design.

Which alternatives should be compared?

Ask the designer to explain the erosion mechanism, available space, wave exposure and navigation constraints before selecting an edge treatment. A natural shoreline is not simply an empty site waiting for a wall. Existing mangroves, seagrass, corals or turtle habitat can change the options.

Are you repairing rock, a wall or the ground behind it?

Existing rock edge

Ask what displaced material, erosion or loss of support has been observed. The proposal should show the proposed profile and limits, not simply a tonnage of new stone.

Mixed shoreline

Where rock meets a vertical wall, dock or natural edge, ask how the transition works. A proposal that stops at the material boundary may leave an important connection unresolved.

Give the designer photos of both ends of the affected reach and any drainage outlet. Those interfaces help define the work that must be included in the approval drawings.

Islamorada has a specific riprap warning

The Village says riprap voids must remain open and concrete must not be added. Its guidance allows additional boulders only while maintaining a 2:1 slope and requires state and federal approval for additions below mean high water. Have the Village apply that guidance to the proposed repair.

What should the approval package show?

  • Existing and proposed rock limits, shoreline profile and waterward extent.
  • Habitat observations and any required benthic survey.
  • How equipment reaches the site and where material will be staged.
  • The relationship to adjacent walls, docks and drainage outlets.
  • Debris containment and the final restoration boundary.

NOAA includes placement of riprap revetment among common nearshore activities requiring authorization consideration.

Can mangroves be cut to create access?

Discuss access with DEP before trimming or removing vegetation. Its mangrove guidance distinguishes trimming from removal and tells owners with potential maintenance-related exemptions to submit a description and photographs first. Include the actual equipment route in that discussion.

DEP mangrove questions

Ask for an alternative with its tradeoffs

Compare the space required, maintenance approach, ecological effects and construction method of each feasible design. A living shoreline may be worth investigating, but neither a greener label nor an existing rock edge establishes an exemption.

What should you compare besides the delivery price?

  • The designed rock size, grading and placement requirements for the site.
  • Preparation and any supporting layers included in the design.
  • Removal, disposal, habitat protection and site restoration.
  • How the finished footprint and required profile will be documented.
  • Who reviews later displacement or renewed erosion.

These are proposal questions, not installation instructions. Ask the designer to reconcile the specification with the applicable Village, state and federal permissions.
