Make a shoreline observation easy to investigate

Describe what you saw, where you saw it and what your engagement did not cover. A focused handoff helps the client obtain the next appropriate assessment.

Name the standard and the limits

Review the standard and agreement that govern your inspection. ASHI’s minimum exterior scope excludes seawalls, break-walls and docks; that does not determine the terms of every inspection engagement or rule out separately agreed specialist work.

State which waterfront areas you could observe and which were inaccessible. Do not infer the condition of buried anchors, submerged panels or reinforcement from an unobstructed view of the cap. Refer the client when the question requires expertise or access beyond your contracted scope.

Use locations and descriptions the next person can find

Label a simple shoreline sketch and connect each photograph to a location. Record visible displacement, concrete loss, rust staining, separated joints or ground depressions without assigning a hidden cause you have not established.

  • Include date, vantage point and relevant access limitations.
  • Keep original photos available.
  • Separate a client statement from your observation.
  • Describe any reason the area was avoided rather than attempting unsafe access.

Flag the documents that could change the assessment

For a county parcel, the historic and newer permit systems may both hold relevant waterfront records. Ask whether prior seawall and dock plans, revisions and final inspections are available. The age of the house does not establish the age or scope of its shoreline work.

Pass missing-record questions to the client with the referral. The specialist can then decide whether a survey, prior design or further field investigation is needed before proposing a repair.

Distinguish structural review from habitat review

In the Keys, a benthic resource survey may support environmental authorization for seawall work. It serves a different purpose from investigating structural condition. Describe that distinction if the client is comparing reports with similar names.

With client permission, pass on the observation record, access contact and specific question. Use the seawall assessment guide to discuss deliverables; verify professional credentials and the scope each provider is authorized to undertake.

How can observations stay useful without overreaching?

Describe the location, visible change and limitation separately. That gives the next professional a usable starting point without implying a cause you did not investigate.

Observation handoff examples
RecordWhat to include
Location
At the cap joint beside the dock connection; identify it on the photo sketch.
Visible condition
Record the separation, displacement or staining you actually observed.
Limitation
State whether the water side, anchors or ground behind the wall were not accessible or outside scope.
Referral question
Identify the condition question that requires a suitable specialist.

A statement that a component was not evaluated should stay visible in the client summary as well as the full report. Keep reported history from an owner distinct from your own observations.

If engineering services are needed, the credential-check guide provides a separate route for identifying the responsible engineer. Do not assume the person preparing a construction estimate is also providing an engineering opinion.
