Help with your seawall project·Upper Keys
Key Largo & the Upper Keys

Foam is a method.
Start with the diagnosis.

Filling a void and repairing a wall are different scopes. Ask what failed, what the proposed injection addresses and what still needs structural work.

What should a foam proposal explain?

Ask the provider to identify the location and extent of the suspected void, the pathway by which material was lost and how that conclusion was reached. The proposal should describe the selected product, delivery method and evidence that the underlying problem is suitable for injection.

A treatment name cannot establish the condition of buried anchors, deteriorated reinforcement or displaced panels. Obtain an independent assessment when the proposal leaves those questions open.

Why are the empty space and the wall separate questions?

Soil loss and wall condition are separate assessment questions A conceptual cross section shows retained soil behind an existing wall beside canal water. A void is drawn behind the wall. A dashed arrow represents a possible soil-loss path requiring diagnosis. It is not an injection plan. 1234
Follow the cause, not just the empty space.
  1. Retained soil
  2. Documented void, if confirmed
  3. Existing wall
  4. Canal water

The dashed arrow represents a possible soil-loss path that requires diagnosis. Preserve the drainage route specified by the designer. Conceptual section only: the cause, extent and suitable treatment must be established on site. Filling a void does not itself verify the wall’s structural condition.

When is injection an incomplete answer?

  • The wall is moving and the support system has not been evaluated.
  • Water or soil can still escape through an unaddressed opening.
  • The proposal covers settled paving but says nothing about the retaining structure.
  • There is no stated method for confirming the treated limits or responding to renewed settlement.

Compare component repair and replacement when structural concerns remain.

What changes in the Upper Keys?

Include the product, injection locations and containment plan in the scope discussed with the reviewing agencies. DEP’s Marathon office handles Monroe County environmental resource and submerged-lands work. Sanctuary review is particularly relevant where the activity could affect corals or other marine resources. Do not treat an upland drill point as proof that the work cannot affect the water.

Ask for a complete product and work record

  • Product technical information and the intended marine application.
  • Locations, quantities or measurement method, and a stopping criterion.
  • Controls for material migration and unexpected discharge.
  • Separate pricing for joints, drainage, concrete or structural repairs.
  • Written exclusions, follow-up observations and warranty terms.

How can you compare two injection proposals?

Compare the promised result, not just the product
ItemWhat should be explained
Treatment limits
The locations included and how the provider establishes their extent.
Remaining repairs
Any open joints, drainage work, concrete damage or structural question excluded.
Completion record
The locations treated, quantities or measurement method, and any unusual observations.
Follow-up
What renewed settlement means for the agreement and who reviews it.

A proposal should say how the provider decides the planned treatment is complete. Product volume alone does not explain whether the loss pathway or retaining structure has been addressed.

Make the next decision before signing

Ask the assessor and installer to reconcile their scopes in writing. If one recommends structural investigation and the other offers only fill, resolve that difference before work starts. Use the quote checklist to compare included work rather than a single treatment price.
